Phoenix-Mesa Gateway Airport Master Plan
The current Airport Master Plan for Phoenix-Mesa Gateway Airport (IWA or Airport) was completed in 2009. Since that time, the Airport has experienced significant growth in general, corporate, and commercial aviation, aeronautical and non-aeronautical related businesses, and other on-airport development. Similar growth has also occurred in the local communities with increased residential, mixed-use, commercial and industrial developments surrounding the Airport. The need to properly plan for future development in a logical and financially feasible manner is necessary to ensure continued development and protection of the Airport from encroachment. Therefore, IWA has initiated a new master planning process to evaluate current airport facilities, infrastructure, and operations to understand current facility deficiencies and project future operations that may necessitate new or updated facilities and supporting infrastructure. In accordance with Federal Aviation Administration (FAA) guidelines, the intent of this new Airport Master Plan is to:

  • Develop an active and productive public involvement program throughout the study
  • Prepare an inventory of existing facilities, issues, and historical activity at the Airport, including
  • Develop forecasts of future aviation demand levels based upon FAA Terminal Area Forecasts, projected growth and types of uses
  • Review community land use goals and regional aviation needs
  • Evaluate current land uses adjacent to IWA to discourage non-compatible development that could hinder future growth
  • Determine facility and land requirements of the airport through the next 20 years, including the possibility of additional and/or expansion of existing facilities to accommodate projected activity
  • Evaluate facility layout for conformance with FAA Advisory Circular 150/5300-13A, Airport Design
  • Update the Capital Improvement Plan (CIP) to prioritize and phase proposed development over 5, 10, and 20-year planning horizons
  • Develop Airport Layout Plan drawings that depict existing conditions at the Airport and proposed capital improvements
  • Develop sustainability initiatives that may result in enhanced environmental benefits

The planning process will be approximately 18 months and result in a new Airport Master Plan and Airport Layout Plan that will serve as a guide for airport development for the next 20 years. To ensure the Airport Master Plan and Airport Layout Plan reflect FAA standards and what’s best for the Airport and the community it serves, the planning process will incorporate input from established stakeholder committees, surrounding communities, and the general public prior to seeking Phoenix-Mesa Gateway Airport Board and FAA approval.
